Pilot Programs

Since the 2012 reform to Canada’s Immigration and Refugee Protection Act, the Federal government’s preferred approach has been to launch pilot programs rather introduce permanent programs. The Pilot programs help to address the immediate need for industry, community, region specific labour demands.

These Pilot programs are launched for an initial period of 5 years with a maximum intake of 2,750 principal applicants per program per year.

There are currently four Pilot programs active. These are:

  • Rural and Northern Immigration Pilot
  • Atlantic Immigration Pilot Program
  • Agri-Food Immigration Pilot
  • Home Care Provider Pilot

Rural and Northern Immigration Pilot

This program intends to stimulate economic growth by attracting and retaining foreign workers in participating rural communities in Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, the Northwest Territories, Nunavut and Yukon.

To be able to qualify for RNIP program in Canada, you would need to

  • Have qualifying work experience i.e. at least 12 months of full-time Canadian work experience (1560 hours) or an equivalent part-time experience (1560 hours) within the last 3 years OR have graduated from a publicly funded post-secondary institution in the recommending community
  • Meet or exceed the language requirements
    • NOC 0 and A: CLB/NCLC 6
    • NOC B: CLB/NCLC 5
  • NOC C AND D: CLB 4
  • Have a certificate, diploma or degree from a Canadian Secondary institution (high school) or post-secondary institution. Foreign education must have a completed credential and an ECA (Educational Credentials Assessment) report from a designated organization showing the Canadian equivalency of your education credentials.
    Minimum Education required is High School
  • Prove that you have enough funds to support yourself and your family while you settle in your community,
  • Plan to live in the community,
  • Meet community specific requirements.

Atlantic Immigration Pilot Program

The Atlantic Immigration Pilot Program is a fast-track immigration program designed to address labour market challenges in Atlantic Canada. This program helps employers hire skilled foreign workers who want to immigrate to Canada and International graduates who want to stay in Canada after they graduate.

The participating Atlantic provinces in this program are:

  • Nova Scotia
  • New Brunswick
  • Newfoundland and Labrador
  • Prince Edward Island

This program was initially introduced for a period of 3 years in 2017, however, due to the success of the program, it has been extended at least until the end of 2021.

There are three programs that employers can use to hire foreign workers:

  • Atlantic International Graduate program,
  • Atlantic High skilled program, and
  • Atlantic Intermediate skilled program.

Process Flow:

  • Employer designation:
    • Employer contacts Provincial Immigration office and expresses interest to hire a Temporary foreign worker
    • Employer contacts participating settlement service provider
    • Employer applies to become designated employer
    • Atlantic province designates the employer
    • Employer finds a worker and offers him a job
  • Endorsement:
    • Employer connects the selected worker with the participating settlement service provider
    • Worker approaches the settlement service provider for needs assessment, after which he is provided with a settlement plan for self and family
    • Worker sends a copy of the settlement plan to the employer
    • Employer completes and submit the provincial endorsement application along with job offer and settlement plan to the province
    • Province reviews and approves the endorsement application and issues an endorsement letter to the worker
  • Immigration Application:
    • Worker submits the permanent residence application to IRCC along with endorsement letter (and any other required documents)
    • IRCC processes the application (within six months or less)
    • Worker arrives at Atlantic Canada with family

Agri-Food Immigration Pilot

Agri-Food Immigration Pilot is a pathway to permanent residence for non-seasonal farm and livestock workers.

Eligible industries under the pilot include:

  • Meat product manufacturing (NAICS 3116)
  • Greenhouse nursery and floriculture production including mushroom production (NAICS 1114)
  • Animal production excluding aquaculture
    • Cattle ranching and farming (NAICS 1121)
    • Hog and pig farming (NAICS 1122)
    • poultry and egg production (NAICS 1123)
    • sheep and goat farming (NAICS 1124)
    • other animal production (NAICS 1129)

To be able to qualify for RNIP program in Canada, you would need to:

  • have eligible Canadian work experience (1 year of non-seasonal, full time experience in the past 3 years) in one or more eligible occupations listed under eligible industries
  • have experience through the Temporary Foreign Worker Program i.e., supported by an LMIA of minimum 12 months duration
  • have a genuine full-time, permanent, non-seasonal job offer for an eligible occupation under eligible industries outside the province of Quebec
  • Have CLB/NCLC 4 in English/French
  • Have a certificate, diploma or degree from a Canadian Secondary institution (high school). Foreign education must have a completed credential and an ECA (Educational Credentials Assessment) report from a designated organization showing the Canadian equivalency of your education credentials. The ECA report must be 5 years old on the date of your application
  • Prove that you have enough funds to support yourself and your family while you settle in Canada. If you are already working with a valid work permit in Canada, you don’t need proof of funds
  • Have maintained your temporary residence status (if already in Canada)

Upon meeting all eligibility requirements, application for Permanent Residence can be submitted.

Home Child Care Provider Pilot and Home Support Worker Pilot

The Home Child Care Provider Pilot and Home Support Worker Pilot are 5-year pilot programs that allow qualified caregivers and their family members a pathway to come to Canada and become Permanent residents. The Pilot program focusses on providing care to children and people with high medical needs in Canada.

To be able to qualify for Permanent Residency under the Home Child Care Provider and Home Support Worker Pilot program in Canada, you would need to:

  • Have 24 months of full-time work experience in Canada with in the last 36 months
  • Post secondary certificate/diploma/advanced diploma of at least 1 year in Canada or its foreign equivalent (ECA report is required)
  • Have a genuine and valid job offer in Canada in the specified occupation
  • Have CLB/NCLC 5 in English/French
  • Be admissible to Canada

Key Changes to the Pilot program:

  • Your employer will now no longer need a Labour Market Impact Assessment to offer you a job as care giver
  • You will be applying for an occupation specific Work permit rather than an employer specific Work permit which means that you would not have to apply for a new Work permit when changing employers
  • Your immediate family (Spouse/partner and dependent children will now be eligible for spousal Open work permit and/or study permit

Process Flow

Take approved Language test and arrange ECA report (if required)

Canadian Job offer in the specific Occupation with eligible employers

Apply for Occupation Specific Work permit and PR

Complete 24 months of eligible work experience

Receive final decision on PR
